This is the major drawback of eproms,once they have been programmed they then can only be erased with an ultraviolet light source,usually 10-15 minutes pretty intense exposure in a specially designed light box.
You can errase them in strong direct sunlight for about 3-4 weeks,or I have been told that 3-4 flashes from a photographic flash unit with the plastic filter removed does the trick.
