<p>Hello Mr. Raghunathan R, No matter what way you slice or dice it you will have to get a super duper accurate time base. The only one I have ever seen is one that is phased locked looped to the atomic clock in bolder dam Colorado. They brag of accuracy of 1 second error every 20,000,000 years. There is a way to get this type of accuracy which incorporated using the timing provided by Global Positional Satellites (GPS). Search the Internet and you will find a construction article which tells you how to build this device.
