Well, first of all, these graphs are said to show the Icc at 85°C and it may be considerably lower at 25°C. Secondly, I just plain don't trust these graphs. A couple of years ago I built a battery powered device, using the 89C2051 running at 6MHz. Active current for the whole device was about 1.6mA and with the controller in Idle mode this dropped to less than 200µA. 25 of these devices were built over a 1 year period, using controllers from different batches and they all drew the same current to within about 50 µA or so.
