I used this device and works fine.
My code is in assembler.
May be you or the c compilier sets an initial value.
Or your device is wrong.
Seems it is ok because the clock works. However the clock registers are accessed trought a protection mecanism so is more difficult to have noise in thouse registers.
Did you connected both cs pins?
