This is a flow chart of what i'm thinking of



And i want to ask how can i load the data into the EEPROM i mean the software required or i must have a file.hex type,how can i get it if i want a special data at each address of the ROM,all that is to be done without using Microcontrollers or Processors.

I've forget to mention that i'll use to lines of the address bus to select the memory part to generate the required wave while the counter will access the remaning bits of address bus to go through the memory part selected
