Then it is a mask ROM device containing Finlux software. If your intended application is not the original one (a TV?), you will need external program memory and a 373/573 address latch. You could use either EPROM, EEPROM or a Flash chip. Also remember to ground the EA pin.

So you should probably look for a standard (E)EPROM programmer.
