It isn't a good circuit by any stretch of the imagination. If you offered me that for a LI-ion charger I would show you the door ! It most certainly won't work with LI-ion. Li-ion requires CCCV charging and GREAT care to stop overcharging or else.

As we said specify the chemistry carefully before design starts.
