I do not think the flickering you see is due to a disease, I ran some experiments with about 20 people here and a PWM rate of 60 Hz all could see flicker, at 110 Hz none could. This was done with a multiplexing color display, trying 60 HZ with a monochrome none could see flicker; however I am positive that the eyes saw the same, just the brain compensated.
