Something I see missing is any setup for the bit rate clocking. I do not know about your processor, but I have used the SPI on a Cygnal part and there it was necessary to configure a divider register to generate the shift rate clocking for the SPI port. By default the clocking came up programmed off to save power if the SPI is not in use.
