Drop the capacitor and put a resistor (10k or so) from Vcc to the base of the transistor and short out the 1M resistor. Now you have pulses when 220 is present and nothing when not.
then add

collector -| >--- 10k --*---- to port pin
|/ -------- |

----- 10nF
|
gnd
to detect the presence of 220 pull the port pin low, then high, wait a bit and test the pin. Erik |
