I agree,,,,,an opto coupler with a big honking power resistor to detect off a mains power line is not the best of design technique. Look down futher and see the approach showing from Kai Klaas with a small transformer. His idea is far superior becasue the transformer does a far far better job of providing an efficient energy conversion from the line side to the isolated load side. (Plus the additonal benefits that Kai cites.)
