Hi Waleed,
For say an 8x8 led matrix you would connect the colums of the led, putting togheter 8 led at each colum, to 8 port pins or some latch and do the same with the rows, so you will be using 2 ports or 2 latches. Each frame, or bitmap, would have 8 bytes, that makes 8x8 = 64 bits. To show this frame you will do the sacaning u mentioned, that is u send the first byte of the frame to one latch, and in the other latch you will enable the 1st colum (or row), something like 01111111b to enable first colum. then you change the data on the 1st latch to the 2nd byte of the bitmap and enables the 2nd colum (10111111b) and so on.
