Yes I think you are missing something!!
"after i change the 2 latches what will keep the 1st column on its state " The first column WILL be held by the latch that you set, TILL it is cleared for the next column. If you are allowing 1 millisecond for each column, then each column will glow for 1 ms and the total time for each full scan of the 8 columns will be 8 ms. Raghu |
