if he has measured 5 volts at a pin and pin is functioning properly, that means he has written one to the latch if circuit is designed as per the rules. puting a zero to latch would pull the pin down to zero unless pullup is str0ng enough to blow the FET.

if you can measure 5 volts on the pin and software reads it neither 0 nor 1 , i dont think that instruction is being executed at all. Another possibilty is , you have an blown chip, you must replace it. but before you do it check why the privious chip is smoked.
