I have also read about small and cheap TO-92 devices, but I haven't seen any brand name/type numbers. Perhaps I could use one of those just for the '595s.

The RC filters significantly reduce RF emissions BTW.

How about just a capacitor? It would be no problem to add pads for SMD capacitors (100n ceramic?) underneath the relays.
