How do you know that neutral line is ALWAYS present?

Tell me how, cause this could solve some problems at my site! Due to malfunctions, sometimes lines are disconnected and connected without precautions or prewarnings. If Neutral signal is being removed, you could encounter a problem. Be carefull with the load design at each phase.

230 VAC in three fase is only 230 VAC IF neutral is present. If not maximum to 400 V is possible if there is an unbalanced current load.
