Basically they use low power at very low data rates with lots of error correction,because as shannons law shows it is possible to have a communication channel with an error rate as close to zero as you like with as small a signal to noise ratio as you care to mention as long as you transmit the data at a low enough rate and with as little entropy as possible. |
