Why don't you sample AND COMPARE to a previous maximum value? if your new sampled value is bigger than the previous -> new maximum.
Next, reset this maximum value each 20 seconds. so you have a maximum load indication with a periode of 20 seconds.

With this solution, you do not have to keep your recorded samples, unless you need them for an other purpose.
