My experience has shown that what Charles is saying is not practical for almost all development projects. Companies hire professionals to perform product development precisely because of their experience with a patricular piece or segment of technology. If every development effort had to resort to a "back to proving the physical laws of the universe" approach nothing would ever get accomplished and huge amounts of money and human energy would be expended in the process. We have gotton to where we are today by the process of constantly building upon the experiences of the past. (See this discussion of stepwise development or this one on technology leverage.)
I suspect (and have seen from my own experience) that companies (or projects with people) that use an approach that follow the concept that Charles describes end up disappearing or failing whilest those that embrace the concepts of backward compatibility and using past experiences to move forward are successful. This forum should be no exception and is an excellent place to foster this same concept and allow the industry of product development to move forward by permitting the communication of experience to guide the forward progress of technology!
