Well for one,....the certification process will validate certain characteristics of your product that go beyound just the zarlink module. For example, your software dialing signalling, your support for the line quiet time called the "billing" delay, the impedance tests that must be verfied from primary power connection to phone line legs and even the safety of user aspect keeping line connections properly covered to prevent shorts and shocks.
