I think you could use a Zero Current detection Transformer based in german called "Fehlerstromschutzschalter" usually used for example with electrical lawn mowers to protect yourself of electrical shock. You can activate them without power. You can produce an error current that will fire the switch to off. Normally these types have a test button, that will also introduce the switching off when activated AND power is there.
