For the pnp devices to turn off, the emitter-base voltage must be < ~0.6V. According to the schematic, the emitters are at 12V, so even if the 'LS138 output goes all the way to 5V, you'd still have 7V difference between Ve and Vb. Thus, the transistors will always be on.
So surely there's a mistake somewhere!
