Were the encoders you bought originally manufactured for this purpose or are they general purpose and you intend to adapt them to the setting circle equipment?

I see you mention PC. That would be a good prototyping and concept development platform. But surely you better commit right away that you intend to build the controls with some 89C52 type part or risk the moderator cancelling your message.
