Most RTCs are inaccurate to this degree, a lot of them have built-in eeprom to store a calibration constant.
Most likely the crystal is fine, the 170+ ppm is probably the crystal (30 ppm) + the RTC part (140 ppm).
If you need to adjust this error out, it can be done easily in software.
