He was speaking of a _bus_ master, which is a thing that is needed if there is no means for collision detection and resolution. In I2C, there is no requirement for a bus master (a better term would be arbiter); any node can initiate a message transfer, and the bus is self-arbitrating, thus handling collisions. Its concept of master/slave relates to the initiator / target(s) of individual messages.
