my (very cheap) webcam contains OV7620 chip and OV511 USB controller. May be it can help to have a look at datasheet of OV7620?

You get the webcam with certain driver software, so you can change settings of many parameters directly with the 'USB camera manager'. Also, it helps you to store 'interesting' pictures on hard disk. Yes, even videos can be made and stored to hard disk. So, may be a PC (notebook) based application is superior to TV solution?
