Yep, Erik your right. One product family I worked on starting in 1983 (and even till this day many generations later) started out with two passwords. A user settable SETUP password and a fixed service persons password. Today this product has, I think recall, twelve separate passwords. Some of the reasons I've heard along the way....this new feature needs its own password....Joe can set this parameter but Albert cannot....we cannot have a single backdoor password....and on and on.
