I think what Paul's asking about here is IAP - In-Application Programming - not just ISP

As he's talking about doing it over GSM, he will need to be running some sort of protocol, and handling the GSM modem whilst also programming the PROM.

This needs very careful thought because you really need to be 101% certain that your system will always recover to a working state no matter what might go wrong during the over-the-air update process...
