Do certain "off the shelf" cell phones have some type of remote control interface via their interface connectors?

Yes, they do.

Maybe there are phones that extend this serial port capability to let a remote system perform auto dial and auto answer functions.

There is a standard GSM 'AT' Command Set and, of course, each model will have its own extensions & limitations.

If so, then Percival could consider just embedding an "off the shelf" phone into his project and tie the 8051 into the phone serial port.

Absolutely - in fact, I'm sure such projects have been mentioned here before.
