I don't know what he really wants to do. If all he wants, and all he ever will want, is to measure the max/min/avg voltage out of his wall plug, then sure. It'll take a few extra resistors, caps, diodes, ..., and it'll save him a few lines of code. But what if he needs to monitor some other parameter? What if he needs to find out if sporadic spikes are coming in on the mains voltage? My suggestion was, and still is, to not make the hardware so specific to one application that it can't be used in other possible applications.
