What do you see on the XTAL pins? DC level or nothing at all?

Is the oscilloscope properly set (in case you don't see any change in the trace)

If you see a DC level, check your connections (for both short and open) then crystal and finally capacitors.

The last culprit might be the 89C51RD2.
