Why, oh why do you want to make a programmer.
1) you are a novice and attack one of the most difficult tasks. 2) you limit yourself to very few devices 3) you waste money for board and components. If you go ISP instead 1) it's dead easy 2) There is a wealth of devices e.g. Philips has a range from the lowly $1 LPC93x to the full featured 66x series, not to mention Cygnal that has ISP devices ranging from 8 to 84 pins. 3) it's free.
