It is the IPC Designer's Council main web site. They provide training and certification in the design of PCBs. Yes, I am an Advanced Certfied Interconnect Designer (CID+), and no I do not provide the service on a contract basis (not at this time anyway). You should be able to find a list of local chapters, each of which will likely list a plethora of certified designers who will provide you the service you seek.
