I understand the principle of a moving message display, but you are asking for specific component recommendations - even down to the level of LS vs HCT for the same IC!
And yet you have given no details whatsoever about your display - not even how many rows & columns! What drive current will your LEDs require? Do you want the shift registers to drive the LEDs directly, or via some sort of buffer? What scanning rates will you require? etc, etc, etc,... Asok Sankar Rudra said:
