I have no idea, but maybe it's the same as NASCAR timing. The second place car is turning faster speed but does not gain on the first place car. Maybe it has something to do with taking the outside line verses the inside line to make the same lap time. Who knows?

PID's don't make up for lost speed, they just try to maintain requested speed. Additional applications take care off the losses. I can't imagine that speed control would be that sophisticated.
