You don't actually need hardware control lines to do this - you could simply define some command/response character sequences to be exchanged between the PC and 8051 to achieve these functions.
(In-Band Signalling in telecoms terms)

If you do decide that you still want to use hardware control lines, I have no idea how easy (or otherwise) it is to get VB to drive arbitrary signals onto the RS232 control lines...
