As about schematic, I think you may start yourself. Create LED maxtrix something like:



Where next ICs may be used:
- 74LS156 (with open drain output) for Row Address Decoder; (if +LED =< Vcc then LS155 or LS138 may be used as well);
- 74ALS164 as shift registers;
- ULN2803 as buffers;
both 74ALS164+ULN2803 may be replaced with simple TPIC6B595.
