Some GPRS modules have the TCP/IP built-in.

The trouble with GPRS, being IP-based, is that you need to know the IP address of the other station before you can call it; there is no way for a GPRS station to receive an incoming call!

As you only seem to be talking about very small amounts of data, could you use SMS?
