But you need to be careful to read the tin carefully, to be sure of what you're actually getting!
Last time I looked, some seemed to be just for simulation, some had important bits missing - like interrupts,...

There are, of course, also loads of commercial ones around.
eg, Actel have one - I think the "object code" licence for a single project was about $2000, and waaaaaaay more for a full "source" unrestricted licence!
