Hello Robert,
I get the impression there is a lot more to your problem(s) that what you have described (two UART's requirement, modification of printed circuit boards (PCB's) before they are received, two different processor, etc.) but this oscillator thing can be difficult especially if they don't start to oscillate upon power up.
