I thinks It is impossible to initializing a stepper motor
without any driver
because step motor initializing current is
100m amps -1 amps or higher
l297(sequence generator) + l298(high current driver)
is one choice that i used for a robot machine.
You can use power transistors ,uln2003 ,or other choice
