6.66Khz (uppercase k) is it 6.6kHz or 6.6 Hz?

Have you checked your code in an emulator or - worst case a simulator.

The code - which is not easy to follow when no comments - seems OK. My guess is that you do not have the tables you access (4200 - 4400) and load some 'erase value' inro the timers. You should be able to read the .hex to see if the tables are there.
