I really don't think you have sufficient information to say that any particular chip is "best"

There must be dozens - probably even hundreds - of devices that fit the stated requirements; which one is actually "best" will depend on many other factors not yet mentioned.

In fact, since the original question and since this suggestion, we now know that the TQFP package means that it is not the "best" solution!
