Break up the project into parts.

a) read the state of the keyboard (keywords: multiplexing, debouncing)
b) Decode the result (represent it as ASCII or something)
c) Send it to PC over RS232
d) Receive the RS232 data on PC
e) Display it on screen.

Each of these parts has simple answers to be found on the net. Many of them were repeated over and over on this forum.
