very right steve frequency is related to penteration depth and pwm is to control heat at pixed penteration, hardening depth depends upon frequency and how much heat depend upon pwm so both are required the procedure i am following is first locikng the frequency depending upon material and depth of hardness after that pwm is done at locked frequency.
