I think (please note: this is what i think, I have no knowledge on induction heating) that you are in a situation where I have been before which is that the customer specifies what he think he wants, not what he needs/really wants. I have, in a case or two, handled similar situations by displaying requested value and producing closest possible. I do not think that there will be a noticeable/measurable difference between induction heating at 20.001 and 20.002 Hz. So, use a processor such as the SILabs where the clock can go fast and the timers/PCAs can be driven with full clock (not clock/12 or such) and I am sure you can get enough resolution.
