It seems a case of pull-ups used in wrong way, not wrong value. Another possibility: you are using an inappropriate means to measure the output voltage. If you are using a voltmeter (analogue or digital), how have you checked that the pins are really at a steady, constant level? If they are switching, or noisy, a simple voltmeter reading will be meaningless! You need to check this with an oscilloscope. Yet Another possibility: is there anything else connected to these pins? |
