The Spartan uses a low core voltage of 1.2 volts and the i/o is a multiple standard with the output being set by the i/o supply and the configuration bits.i am pretty sure that one of the standards supported is 5 volt tolerant.
I have found that Altera fpgas are better in regard to supporting lv-ttl and cmos from a 3.3v i/o supply |
