You are correct. With respect to the first circuit that you posted at:
http://img28.echo.cx/img28/369...5747ly.jpg Forward diode current flows when you intend to turn the device ON. As a consequence of this, current will flow in the collector circuit when the device is ON. With a 5V supply and a 1K resistor as shown this will nominally be about 4.5 to 5 mA of collector current in the opto-coupler (guessing at a VCESATin the transistor of a little less than half a volt or so).
