Obviously, the '51s are then not purely CMOS.
For example, the P89C51Rx2 datasheet said: I don't know what accounts for that 10.5mA, but in all '51 clones I have seen similarly high (several mA) zero-frequency current (or no data was available - probably indicating something similar, otherwise I think the manufacturer would proudly advertise the low power consumption).
Active mode: I CC(MAX) = (10.5 + 0.9 × FREQ.[MHz])mA in 12-clock mode To get down into the <100uA region, the powerdown mode has to be used; but then the computing power is zero... A trick with switching between active and powerdown cuts down the average consumption, but the microcontroller families with generically lower consumption can use the same trick, getting the consumption even lower...
